TG passes 42% BC quota Bill

The Telangana Assembly passed the Bill hiking reservations for Backward Classes (BCs) to 42% in education, employment and in elections to rural and urban local bodies.
The two Bills passed are The Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (reservation of seats in educational institutions and appointments or posts in services under the State) Bill 2025 and The Telangana Backward Classes (Reservation of seats in Rural and Urban Local Bodies) Bill 2025.
Once approved by the Centre, the BCs will get 42%, Scheduled Castes 15% and Scheduled Tribes 10% reservation in Telangana.
Chief Minister Revanth Reddy has written to Prime Minister Modi seeking an appointment to discuss the state government’s decision to increase quotas for Backward Classes (BC) to 42% in local bodies, educational institutions and public service appointments.
In the letter, dated March 17, the Chief Minister said that the Telangana Government had conducted a door-to-door Socio, Educational, Economic, Employment, Political and Caste (SEEEPC) survey to determine the representation of BCs.
Based on the data collected, the state government introduced two Bills in the Legislative Assembly on March 17, proposing a hike in reservations from 29% to 42% for BCs in various sectors.
The first Bill, The Telangana Backward Classes, Scheduled Castes, and Scheduled Tribes (Reservation of Seats in Educational Institutions and Appointments or Posts in Services under the State) Bill, 2025, increases reservations for BCs in educational institutions and public services from 29% to 42%. The second Bill, The Telangana Backward Classes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025, raises BC reservations in local bodies to 42%.
Revanth emphasised that both Bills had received unanimous support from all political parties in the Assembly. Given the need for Central approval, he urged the Prime Minister to extend the Centre’s support to facilitate the hike in reservations.
He said that the decision to increase BC reservations was backed by empirical data and had been carefully examined before being introduced in the legislature.
The CM proposed that an all-party delegation comprising representatives of the Indian National Congress (INC), the BRS, the BJP, the AIMIM and the CPI should meet the Prime Minister to push forward the demand.
The CM requested the Union Ministers from Telangana – Kishan Reddy and Bandi Sanjay Kumar – to facilitate an appointment with Modi to discuss the proposal. He also tasked Congress Working President Mahesh Kumar Goud with securing a meeting with Rahul Gandhi to ensure that the issue is raised in Parliament.
The CM reiterated that the state government is firmly committed to social justice and BC empowerment and that the figures in the caste survey report are 100% accurate. He assured that the Telangana Government would not rest until the 42% quota for BCs is approved at the national level
