Additional DG CID N Sanjay has said that TDP chief Nara Chandrababu Naidu’s signature has appeared in 13 different places on the documents associated with the Skill Development scam. Additionally, Chandrababu has signed on at the council meeting to approve the budget for the Skill Development Corporation without obtaining cabinet approval. Consequently, funds were channeled out of the corporation. The question arises as to how a private individual like Ganta Subba Rao was appointed to this position.
Addressing the media on Wednesday, CID ADG N Sanjay said that the Skill Development Corporation was formed without the permission of the Cabinet and the duties and responsibilities were entrusted to one Ganta Subba Rao violating all the rules.
He said that Subba Rao was appointed so that he can directly contact Chandrababu. The TDP chief’s handwritten and signatures were present at 13 various places in the Skill Development corporation documents. Babu’s signature was also present for budget approval and council meeting. There is no MoU with the Siemens Company to set up skill centres in Andhra Pradesh and everything was done with bad intention to divert funds.
The CID ADG said that after the remand of Chandrababu in the skill development scam, a section of people are spreading false propaganda that the arrest and remand was illegal.
Clarifying it, he said that funds were diverted through Hawala through the corporation. The funds were channeled through Seamans and Design Tech firms.
This happened at the instigation of Chandrababu, he said and added that Ganta Subbarao was given three key posts and a TDP person named J Venkateshwarlu has been appointed as a chartered accountant, he said.
The ADG further said that Chandrababu has signed in 13 places and there are evidence that Chandrababu has also signed the release of funds. Besides that signature on the appointment of a Chartered Accountant, Babu signed the appointment of Deputy CEO Aparna. The minutes of the cabinet meeting was also signed by Babu. Although it is said that 90:10 percent is mentioned in the GO related to the agreement, there is no mention of 90 percent in that agreement which indicates a clear malice, said CID Chief Sanjay.
He said that agreement was made by trampling the GO, which was revealed by Siemens Company itself through a statement before the magistrate. It is said that only Rs 58 crore have been received by Siemens company though Rs 371 crore were released and Rs 241 crore were directly sent to shell companies. He said that Rs 371 crore was directly sent to Design Tech from Skill Development Corporation and Rs 58 crore for software purchase and Rs 2,700 crore was shown in auditing. Without setting up Six skill development clusters Rs 371 crore was diverted. He pointed out that the authorities have written in the file that they cannot release the funds.
The CID ADG stated that Design Tech MD Vikas Kanvil was arrested earlier by ED and CID. ED arrested and attached assets worth Rs 32 crore. Seaman’s Company sent a mail to the CID and they said through the mail that we did not invest money. MD Suman Bose colluded with shell companies. The Siemens company said that this matter was revealed in the Siemens investigation.
The ACB court remanded Chandrababu after examining all the evidence. In the inner ring road case, a PT warrant was filed. We have shown all the evidence that the authorities have to go out of the way due to pressure. Note files related to the GOs were also destroyed. PV Ramesh had previously given a statement that the funds were released only because Chandrababu and then CS. Atchennaidu’s signatures were also at five places in the skill development scam. Notices were served to Chandrababu’s PS Srinivas but he did not respond, said CID chief Sanjay.
