AP CID officials conducted searches in former minister Narayana’s company in Hyderabad on Tuesday. According to the CID, the searches were held in NSPIRA Management Services Private Limited at Hyderabad regarding the Assigned Lands Scam in Amaravati Capital City. The cases were registered Cr.No.& Sec. of Law:- 14/2020 U/sec.166, 167, 217, 120 (B) IPC r/w. 34, 35, 36, 37 IPC, Sec.3 (1) (f) & (g) of SCs/STs (POA) Act, 1989 & Sec.7 of AP Assigned Land (POT) Act, 1977 of CID P.S, A.P, Mangalagiri. The value involved in the offence was Rs 5600 crores worth of Assigned lands in an extent of about 1400 acres in the Amaravati Capital City.
The CID stated that the then minister P Narayana and other Ministers and their benamis with an intention to grab the assigned lands in the Capital City Area from the SCs, STs and BCs, put them under the apprehension that the assigned lands will be taken away by the Government under Land Pooling Scheme without giving any package and purchased the lands from them at cheaper prices. Later, the Ministers who were in the Government pressurized the then Government Officials for issuing the GOs MS No.41 in 2016, to gain benefits of the land pooling scheme for the assigned lands in the villages such as Mandadam, Velagapudi, Rayapudi, Uddandarayunipalem, etc.
In pursuance of their plan, they engaged Kommareddy Brahmananda Reddy, KPV Anjani Kumar, Gummadi Suresh, Kolli Sivaram, family members of the Ministers, etc, who acted as Benamis of the then Ministers and purchased the assigned lands of poor people. The pressure was brought upon the Sub-Registrar officers in Mangalagiri, etc. to allow registrations and GPAs on the lands on the prohibited list. Benamis and close political associates of Ponguru Narayana were identified as the major beneficiaries in this scam.
Narayana Education Society, Narayana Learning Private Ltd, Rama Narayana Trust, etc which were founded by.Ponguru Narayana and which was being operated by his close family members since June, 2014 channelized money into Ramakrishna Housing Private Limited. KPV Anjani Kumar @ Bobby is the MD of the company. He transferred the money into the account of his employees and payments were made to the farmers of the assigned lands in the Amaravati Capital city area. The original documents pertaining to the lands were taken from the farmers and they were made to enter into sale agreements with the close relatives of Narayana. Transactions on over 150 Acres were identified so far. These assigned lands’ farmers who later realised that they were cheated have been representing the officials for protection and restoration of their rights and entitlements under the land-pooling scheme.
NSPIRA Management Services Private Limited was incorporated with the daughter and son-in-law of Narayana as the Directors (Ponguru Sindhura and Puneeth Kothapa). NSPIRA management services channelises payments for most of the procurements, manpower, infrastructure, etc . requirements for all the schools and colleges in the Narayana group and it earns commissions on these transactions. The office of this company is located in Madhapur, Hyderabad and all the financial activities of the entities connected to the Narayana group are operated from the same premises.
The officers of CID, Andhra Pradesh started a search on the premises of NSPIRA management services on Wednesday. The searches are still going on and it is reliably learnt that key information on the flow of funds for the illegal and benami purchases of lands made in the Amaravati area was secured.
