The tussle between Pragathi Bhavan and Raj Bhavan is back to square one. The latest decision of Governor Dr Tamilisai Soundararajan rejecting the government’s proposal to nominate Dasoju Sravan Kumar and K. Satyanarayana to the Legislative Council under the Governor’s Quota indicates that all is not well in their relationship.
The Governor made an earnest request to the Cabinet and the Chief Minister “to avoid recommending politically aligned persons to nominated posts under Article 171(5) of the Constitution as it defeats its objectives and enactment.”
The Governor said that just sending a summary without any documentation in support thereof showing the fulfilment of the criteria mentioned above makes it impossible for me to nominate Dasoju Sravan Kumar as a Member of the Legislative Council.
The Governor said in two letters that the summary of Dr Dasoju Sravan Kumar and Kurra Satyanarayana indicates his active participation in politics, corporate affairs and the academic sector.
“His summary does not indicate any special achievements in Literature, Science, Art, Cooperative movement and social service. There is no apparent consideration of the fulfilment of the pre-conditions required under Article 171(S) of the Constitution.
Except for the summary, no other details or documents were sent to me. The methodology adopted in his consideration for nomination as a Member of the Legislative Council is also not enclosed. There are no reports either from the Intelligence wing or other agencies indicating that he does not incur disqualification mentioned under Section 8 to 1 1(A) of the Representation of the Peoples Act 1951,” she said.
The Minister of Legislative Affairs, Vemula Prashanth Reddy said, “Appointing a BJP Tamil Nadu state president as Governor is also against the Sarkaria Commission report. Dr Tamilisai has no moral right to continue as Governor.” He demanded immediate the resignation of the Governor.
Reacting to the development Health Minister Harish Rao said the decision of the Governor is outrageous as both are from backward sections and have been in public life for years. He said that she was behaving like a representative of the BJP and not like a Governor.
“Can a person who was the state president of a party be given governorship of the state? The BJP’s Ghulam Ali Khatana sent to Rajya Sabha on the President’s quota, BJP leader Mahesh Jathmalani, Sonal Mansingh, Ramshakhal and Rakesh Sinha are all working for the BJP. How were they appointed as members of the Rajya Sabha in the President’s Quota? In BJP-ruled Uttar Pradesh, Jitin Prasad, Gopal Arjun Boorjee, Chaudhary Virendra Singh, Rajinikanth Maheshwari, Saket Mishra, Hansraj Vishwakarma etc. have been appointed as MLCs in the Governor’s Quota,” Harish said in a statement.
“Does it mean that one policy will be implemented in states where the BJP is in power, and another policy will be implemented in states that are not compatible with the BJP? There is no change in the attitude of the Governor regarding Telangana. If the Telangana government is really doing something wrong then the Governor must correct it. The Bills drafted by the Telangana government have already been stopped. Bills were sent twice but were not accepted,” he said.
