Ban on employees’ transfers lifted

The government has relaxed the existing ban on transfers of employees from May 22 to 31 and it will be implemented only on request on administrative grounds. The orders stated that the employees who have completed two years of service at a station as on April 30, 2023 only are eligible for request transfers. Special Chief Secretary Shamsher Singh Rawat issued orders to this effect on Wednesday.

As per the orders, preference will be given to the categories including employees with disabilities of 40 per cent or more as certified by a competent authority as per the norms of persons with disabilities and the employees having mentally-challenged children to a place where medical facilities are available.

Medical grounds for the diseases (either self or spouse or dependent children and dependent parents) of cancer, open heart operations and neuro surgery will be taken into consideration for preference and also those who need kidney transplantation, to places where such facilities are available.

Widows appointed on compassionate grounds will be given preference, besides couples (only one of the spouses shall be shifted following the prescribed procedure). Once the facility is utilised, the next request can be made only after five years.  The visually challenged employees are exempted from transfers except when they make a specific transfer request.

The employees below 50 years of age, who have not worked earlier in the ITDA areas so far based on the length of service in plain area downwards, will be considered for posting in ITDA Areas as a criterion. Preference for stations will be treated as request transfers for sanction of TTA and other transfer benefits.
