The BJP leaders of Nizamabad Rural constituency and students of the Telangana University requested the Governor, Dr Tamilisai Soundararajan, to appoint a sitting or retired High Court Judge to probe the administrative and financial irregularities committed by the Telangana University Vice-Chancellor.
They submitted a memorandum to the Governor requesting her to suspend the Telangana University Vice-Chancellor pending enquiry.
The BJP State Executive Member from Nizamabad Rural constituency, Dinesh Kulachary, the BJP’s Nizamabad Rural constituency Assembly Convener Padma Reddy, the BJP’s Dichaplly Mandal President Venkata Ramana, senior BJP leader Prof. Vidyasagar Rao, BJP’s Nizamabad District SC Morcha Vice President P. Prathap, BJP’s Nizamabad IT cell Co-Convenor Naveen Kumar and BJP-IT Cell Vishnuvardan Chowki, Telangana University students J. Gajender, P. Sai Kumar, C. Laxminarayana, J. Naveen and Telangana University ABVP leader T. Sai Krishna said in their complaint to the Governor that Vice-Chancellor Prof. Ravindra Gupta was appointed in May 2021 for a period of three years.
During the last two years as Vice-Chancellor he has committed many administrative and financial irregularities, they said.
They said that in 2023, the Vice Chancellor made 149 ad-hoc appointments of daily wage employees without following procedures and gave them the false promise that they would be regularised in future.
Recently, daily wage employees staged dharnas protesting against the Vice Chancellor’s actions and the Executive Council and higher authorities have also condemned his actions.
They said that in the past the Vice Chancellor had committed similar illegal acts by appointing staff without the approval of the Executive Council. The government had cancelled the appointments and had issued a stern warning to him.
They said that the Vice Chancellor has not convened the Executive Council in the last 18 months.
They said that the Vice Chancellor has not followed the rules of the university in the appointment of the Registrar. As per the University Act Section 15 (1), the VC has the authority to appoint the Registrar, as an interim measure but the EC has to approve the appointment.
The VC wilfully violated the above procedure by not convening EC. In the last two years, the VC appointed Prof. Kanakiah, Prof. Shiv Shankar and Prof. Vidya Vardhini as Registrars and extended their tenure by three months when their tenures ended three months after their appointment and thereby bypassed the rule mandating EC approval.
