CM promoting realty growth: Narayana

Municipal Administration and Urban Development (MA & UD) Minister, P Narayana, has said that the State government is making efforts to streamline real estate regulations and address pending applications. He emphasised Chief Minister Chandrababu Naidu’s objective to promote the growth of the real estate sector by simplifying regulations. Minister Narayana interacted with builders, developers, and citizens to address issues related to pending applications.
Addressing the media after a special grievance drive conducted by the Andhra Pradesh Real Estate Regulatory Authority (RERA) in Vijayawada, held at the RERA office on Monday, attended by Municipal Secretary, RERA Chairman Kannababu, and RERA board members, Narayana assured that the government is working on simplifying real estate rules and promised that new building construction regulations would be issued within two days.  
He pledged to clear all pending applications under RERA and TDR (Transferable Development Rights) by the end of the month.
During the drive, the Minister personally received complaints from builders, developers, and citizens, inquiring about the reasons for delays and seeking detailed explanations from officials. He noted that 167 RERA applications were pending due to various reasons, some of which had led to complaints. As part of the drive, 30 clients, builders, and developers from across the state visited to resolve their issues. Minister Narayana reiterated his commitment to clearing all pending applications by the end of this month.
The Minister mentioned that the government is reviewing real estate processes from other states to enhance the system in Andhra Pradesh. A committee will be formed to further simplify RERA regulations, and the approval process will soon be shifted online to improve efficiency.
Minister Narayana also announced that all pending TDR bonds would be cleared by the end of the month. Allegations of irregularities in the issuance of TDR bonds in Tanuku and Tirupati had temporarily halted the process. However, he confirmed that pending TDR bonds would be issued across the state, except in a few areas. Once the inquiry into the Tanuku TDR issue concludes, the government will consult Chief Minister Chandrababu Naidu for the next steps. So far, 321 TDR applications have been verified, while 501 remain pending. The verification process is ongoing in cities including Visakhapatnam, Tirupati, Kurnool, Guntur, Kakinada, Rajahmundry, Kadapa, and Vijayawada, with all 822 applications expected to be resolved by month-end.
Regarding unauthorised layouts, Minister Narayana acknowledged the existence of numerous illegal layouts in the state. He stated that the government is reviewing court directives on their regularisation to determine the best course of action.
