Disciplinary action against IPS officer Sunil Kumar

The State government has initiated disciplinary action against senior IPS officer PV Sunil Kumar, who is currently serving as the DGP on a waiting list. Sunil Kumar’s comments on social media have put him in a difficult position. According to the government order, the charges against him include a social media remark related to an FIR filed on July 11 under several sections of the IPC at the Nagarampalem police station in Guntur district.
The government has also accused him of violating Rule 7 of the All India Services (Conduct) Rules, 1968. This rule prohibits public servants from making statements that could criticise government policies, cause embarrassment between the Central and State governments, or strain relations with foreign governments. Sunil Kumar’s post, made on July 12 in response to the FIR filed against him, is central to these charges.
The order directs Sunil Kumar to submit a written statement within 15 days, specifying whether he admits or denies the charges and indicating if he wishes to be heard in person. Failure to do so will result in action being taken based on the available evidence. The government has also cautioned him against attempting to use political or external influence in this matter, which would constitute a further violation of service conduct rules.
The disciplinary proceedings include a detailed statement of imputations of misconduct. While no witnesses have been listed, the government has included several documents to support the charges, such as the FIR and Kumar’s social media post. The inquiry will proceed if Sunil Kumar denies the charges or if the government deems it necessary.
