Doctors oppose posting of RDO rank officers in health dept

Healthcare Reform Doctors Association (HRDA) on Tuesday expressed its opposition to the move for posting Revenue Divisional Officer rank officers as Government Hospital administrators.

In a letter to the health department, the HRDA expressed concern over the appointment of revenue officials in the hospital administration roles and said, “We the representatives of Telangana Government Doctors Association (TGGDA) would like to bring to your kind notice about certain long-pending issues in the department of Health, Medical & Family Welfare. We condemn the government decision to merge RDOs in to the department of HM & FW as administrative officers for supervising the Medical Superintendents and Medical officers at district level. We request the government to withdraw such proposals and retrain from further steps in this regard.”

The organisation also raised issues related to the directorate of medical education, including immediate release of UGC PRC arrears from January 2016 to September 2020 as promised in GO Ms No. 43, HM & FW (A) department dated September 9, 2020; sanction of earned leaves encashment as it is a non-vacation department; sanction of transport allowance as per the 7th PRC Norms (Rs 7500 +DA); to issue proper pay fixation formula to rectify the discrepancy in the pay scales for the inservice doctors absorbed in to DME giving pay protection; to sanction peripheral medical college allowance of 40-50% of basic pay to compensate for the hardship, HRA lost; special pay scales for teaching doctors like in other states (Chhattisgarh, Assam, Himachal Pradesh, Uttarakhand etc,) to encourage the doctors to work in the peripheries and also to join government service; referring to GO 397 HM&FW dated July 22, 2023, we request you not to shift the doctors posts which are already filled in previous colleges as their rendered service in previous station will be nullified. Their privilege of getting transfer to a place of their preference; not to replace the doctors who are already appointed to the administrative posts and to revoke the ban on government doctors from practicing privately.

Addressing the issue, HRDA president Dr K Mahesh Kumar said, “The RDOs don’t have any knowledge regarding hospital administration.

Does the government think doctors are incapable of administering hospitals? There are specific courses in hospital administration, those who take up these courses are well versed with the requirements of the requirement of patients and other necessities.

If at all the government is willing to appoint officials to hospital administration posts, there should be a separate cadre created for it.”
