‘Finishing’ touch to a distinction

Finance Secretary K Ramakrishna Rao has had the unique distinction of preparing nine Budgets for Telangana. With the Telangana government set to present a full budget next week, and with Ramakrishna Rao still in the loop, it would be the tenth budget shaped by him. All eyes are on the Budget as the state government is upset that revenue targets are not being met like in the past. For newbies, Ramakrishna Rao was appointed as the Finance Secretary on February 29, 2016. Recently Sandeep Sultania was appointed as the Principal Secretary– Finance without disturbing Ramakrishna. The larger question for the media is whether the customary post-Budget briefing would take place at least this time, since the government is not seeking a Vote-on-account.
