FULL ADDITIONAL CHARGE NOT ENOUGH

During postings and transfers, bureaucrats with proven track record are often given full additional charge (FAC) matter-of-factly. The Congress government in Telangana has declared its intention to come out with a White Paper on Irrigation. After Rajat Kumar retired, the FAC of the department was given to Smita. Now, if a White Paper is to be released, the Principal Secretary of the department concerned needs to sign it. Chief Minister Revanth Reddy himself said: ‘Ammayi Smita’ gave up saying that hers was only additional charge, and adding: “What do I know. I don’t know irrigation, I don’t know the project”. He said that the Finance Secretary signed it and so did the Energy Secretary. Now you know why Smita was posted as Member Secretary of finance.
