The Greater Hyderabad Municipal Corporation (GHMC) has presented its budget proposals for the financial year 2025-26, emphasizing robust investments in infrastructure, green initiatives and better civic amenities.
The GHMC maintained its strong AA Stable Credit Rating despite outstanding borrowings of Rs 6,129.47 crore as of October 2024. The total budget outlay stands at Rs 8,885 crore, with equal allocations for revenue and capital expenditure.
A significant portion of the budget is dedicated to infrastructure projects like flyovers, bridges, comprehensive road maintenance and stormwater drain systems. These efforts align with the GHMC’s vision to make Hyderabad a world class city. The budget also highlights the introduction of advanced technologies like GIS and FRS to enhance revenue collection and curb leakages. Green initiatives receive special attention with 10% of the budget allocated as per the Green Budget requirement under
the GHMC Act. Funds will be allotted for developing parks, conservation of lakes and building water harvesting structures. Around Rs 345 crore has been earmarked for these projects, underscoring the commitment to environmental sustainability.
Property tax remains the largest revenue source, with projections of Rs 2,030 crore for 2025-26. Other significant revenue streams include town planning fees, advertisement charges and grants from state and Central Governments. However, challenges persist, such as pending payments to contractors from February 2024 and delays in stamp duty compensations since May 2019.
In terms of governance, the GHMC plans to settle the retirement benefits of 261 employees retiring in the next two years and expects new appointments would enhance operational efficiency.
The upcoming GHMC elections in 2026 also influence budgetary provisions, reflecting the need for increased public engagement and accountability.
