The Telangana Government has constituted an official committee on milling additional paddy. The government issued orders regarding this on Thursday.
The Chief Minister had issued orders on July 21 to appoint an official committee and formulate guidelines to make optimum use of high-yielding paddy during Vanakalam and Yasangi seasons in 2022-2023.
The committee will give suggestions to enhance milling capacity and in auctioning surplus paddy.
The government took this decision as per the proposal of the Civil Supplies Commissioner based on the request of the State Rice Millers Association. A five-member committee will formulate policies and take steps to encourage the setting up of industries in the sector.
The Special Chief Secretary of the Finance Department has been appointed as the Chairman of the official committee. The Special Secretary of the Industries and Commerce Department, Secretary of the Chief Minister’s Office, TSIIC Managing Director and the Commissioner of Civil Supplies will be members of the committee.
The official committee will study issues like increasing the capacity of rice mills. The committee will collect details of low milling areas, paddy yield, procurement and milling capacity.
Steps will be taken to formulate an incentive policy to attract investors in paddy milling on a large scale and to identify suitable lands for establishing food processing zones in low milling areas. The committee will identify advanced technology to establish new mills in a year’s time. Potential investors will be asked to set up units for milling. The Committee will make recommendations to ensure that rice and its by-product units earn profits. Steps will be taken to change the present custom milling policy and bring in compulsory milling with a fixed capacity.
The official committee is also responsible to formulate guidelines for milling and assessment of paddy quality according to market conditions, finalisation of paddy price and auctioning and taking adequate measures based on paddy output during Vanakalam and Yasangi.
The paddy price will be fixed by evolving a consensus among all stakeholders and recommending guidelines for paddy auction. The Commissioner of Civil Supplies will take further action regarding this.
