The Telangana Government has issued strict instructions to both All India Services officers and public servants, warning them against engaging in conduct deemed unbecoming of government officials during public meetings and gatherings.
In two separate but similarly worded memos issued on Tuesday (May 20) by the CS, Ramakrishna Rao, the General Administration Department cited increasing instances of inappropriate behaviour that risk undermining public confidence in government institutions.
The move is seen as a bid to preserve administrative decorum, especially in the context of the recent controversies involving public appearances and political overtones linked to some officers and staff. On Monday, IAS officer A. Sharath, Secretary of Tribal Welfare, tried touching the CM’s feet.
Memo No.133/Spl.C/A2/2025-1, addressed to IAS, IPS, and IFS officers, refers to Rule 3(1) of the All India Services (Conduct) Rules, 1968, which mandates officers to uphold absolute integrity and avoid any act that may damage the image of the service.
“Such acts and gestures in public reflect poorly on All India Services Officers,” the memo states, adding that any violation will attract disciplinary action.
Simultaneously, Memo No.133/Spl.C/A2/2025-2 targets state government employees under the Telangana Civil Services (Conduct) Rules, 1964. It reiterates that all public servants must maintain discipline, impartiality, and propriety and refrain from any behaviour that could bring disrepute to themselves or the government.
Chief Secretary K. Ramakrishna Rao, who issued both memos, warned that any breach of these guidelines would be viewed seriously and could result in action.
The memos direct department heads and senior officials to ensure these instructions are strictly adhered to and brought to the notice of all concerned personnel.
