HC declines stay on cadre move

In a significant move, following the Telangana High Court’s rejection of several IAS officers’ pleas concerning their transfers, the state government has made a series of Full Additional Charge (FAC) appointments.
The officers, including Vani Prasad, Vakati Karuna, Ronald Rose, Amrapali, Srujana, Sivashankar, and Harikiran, had sought the High Court’s intervention to delay their relief from posts until a tribunal hearing scheduled for November 4.
However, the High Court, led by Justice Abhinand Kumar Shavili, denied their request, urging them to comply with the rules set by the Department of Personnel and Training (DoPT). The Court emphasized the officers’ responsibility to avoid causing disruptions and upheld the Centre’s authority in determining officer postings. The Court felt that they should first report to the states to which they are allotted, pending adjudication of their case.
Amid this ruling, the Telangana government swiftly issued orders placing several key IAS officers in Full Additional Charge (FAC) of important posts.
 Ilambarti K, IAS, Commissioner of Transport, has been given FAC of the Commissioner, GHMC in place of Amrapali Kata.
Sandeep Kumar Sultania, IAS, Principal Secretary to Government, Finance Department, now has FAC as the Secretary to Government, Energy Department, and CMD of Genco & Transco in place of Ronald Rose. N. Sridhar, IAS, Principal Secretary to the Government, SCD Department, has been placed in FAC as Principal Secretary to Government, YAT&C Department, and Director of Archaeology in place of Vani Prasad.

Additionally, Dr. Christina Z. Chongthu, IAS, Secretary to Government, HM&FW Department, is placed in FAC of the Director, AYUSH, while Dr. T.K. Sreedevi, IAS, Commissioner, SCD, is placed in FAC of the post of Secretary to Government, WCD & SC Department in place of Vakati Karuna.
 R.V. Karnan, IAS, Director, Health & Family Welfare, will now also serve as Chief Executive Officer, Aarogyasri Health Care Trust.
These appointments signal the government’s swift administrative action, following the Court’s decision, ensuring that the bureaucratic machinery continues to function without hurdles.
