HYDRAA warns against unauthorised farm plot sales on city outskirts

The Hyderabad Disaster Response and Management Authority (HYDRAA) has cautioned citizens against purchasing plots in unauthorised layouts being sold under the guise of ‘farm plots’ on the city outskirts. Despite a ban on farm plot registrations, complaints indicate that sales continue in certain areas, potentially leading to legal and financial troubles for unsuspecting buyers.
A series of complaints received through the Prajavani grievance platform on Monday highlighted unauthorised sales in Rajendranagar mandal’s Lakshmiguda village, specifically in survey number 50, where 1.02 acres have allegedly been converted into a layout and sold as farm plots.
HYDRAA Commissioner AV Ranganath has urged the public to remain vigilant and avoid purchasing plots in such unapproved layouts. He cited the Telangana Municipal Act 2019 and the Telangana Panchayat Raj Act 2018, both of which do not recognise the sale of farm plots. The government has already defined farm land as a minimum of 2,000 square meters or 20 guntas, and it has directed the stamps and registration department not to permit farm plot registrations.
Ranganath also pointed out that, as per GO No. 131, the government has prohibited approvals for house construction in unauthorised layouts developed after August 31, 2020. He urged citizens to be aware of this regulation before making property investments.
Complainants informed HYDRAA that many such layouts fail to adhere to the Hyderabad Metropolitan Development Authority (HMDA) guidelines, which mandate that 10% of land be allocated for parks and 30% for roads. The authority has warned that such violations not only affect urban planning but could also lead to legal consequences for buyers.
