In a groundbreaking move, the AP government has launched the ‘Jagananna Suraksha Chakra’ that will commence on Saturday.
This comprehensive programme aims to bridge the gap and ensure the all-inclusive delivery of welfare schemes and essential certificates to every eligible citizen of the State. With a mission ‘to leave no citizen behind’, the government is committed to securing the welfare of each and every individual.
Shedding light on the ideation and the rationale behind designing this campaign, G Lakshmi Sha, Director of GVWV & VSWS (ESD) Dept, said: “CM Jagan Mohan Reddy and the Government of Andhra Pradesh have pioneered unparalleled in the implementation of welfare schemes, ensuring that ‘no citizen is left behind.’ With the latest programme, Jagananna Suraksha, we aim to deliver government schemes and essential certificates directly to every eligible citizen’s doorstep in a mission mode.”
Robust security net for all
‘Jagananna Suraksha Chakra’ is designed to reach the doorsteps of citizens, providing equitable access to government schemes and essential certificates in a hassle-free manner. “In a campaign mode, the pending certificate-related issues will be cleared by interacting with all households and citizens,” added Lakshmi Sha. These one-day camps will be organised in every Gram and Ward Sachivalayam, where citizens can present their concerns, register their issues, and receive on-the-spot resolutions or essential certificates, whenever feasible. The camps will be held with the support and coordination of the Chief Minister’s Office, the Grama Sachivalayam-Ward Sachivalayam (GSWS) Department, Collectors, senior IAS officers and elected representatives. “The programme duration of four weeks is adopted to conveniently cover 12 secretariats in four weeks, at a rate of three per week,” explained Lakshmi Sha. The primary focus of Jagananna Suraksha Chakra is to establish a robust security net for citizens across various sectors. By streamlining the process and ensuring the availability of 11 essential certificates, the government aims to enable citizens to access flagship Navaratnalu schemes effortlessly.
11 essential certificates
While the beneficiaries can get all kinds of documents at the camps, the government has identified 11 focussed documents based on the requests and grievances received by the government until now. Since most of the people have requested these 11 documents, the AP government has identified these as focussed certificates and they are: Integrated Certificate, Income Certificate, Birth Certificate, Death Certificate, Marriage Certificate, Mutations for Transactions and Corrections, Family Member Certificate, mobile number updation in Aadhaar card, Crop Cultivator Rights Card (CCRC), new/split of rice cards, and splitting of the household.
It is pertinent to note that no service charge will be charged for either procuring or updating documents. All the documents will be provided for free at the camps. “These essential certificates are pertinent to avail of the flagship Navaratnalu schemes of the government,” emphasised Lakshmi Sha.
Machinery and timeline
The programme involves an extensive door-to-door survey conducted by over 2.6 lakh gram and ward volunteers and 1.5 lakh secretariat staff members, covering 1.6 crore households across the State. The objective is to identify any issues faced by citizens regarding schemes or essential certificates and provide immediate assistance and resolution. To execute this initiative effectively, the government has planned to conduct more than 15,000 Jagananna Suraksha camps over a period of 30 days, led by senior mandal-level government officers.
The government has strategically chosen a timeline of one month for Jagananna Suraksha Chakra to coincide with the upcoming college admissions season.
This will facilitate students in obtaining the necessary updated documents for admissions and accessing hostel facilities, scholarships, and other benefits. Furthermore, the beneficiaries’ lists of various welfare schemes will be revised in the coming months, making it advisable for citizens to apply for schemes and documents under this programme promptly.
To ensure the smooth implementation of the Chakra campaign, the government has provided comprehensive training to officials and volunteers involved in the camps. From top-level officials to secretariat staff and volunteers, a week-long training campaign was conducted, ensuring that everyone is well-equipped to handle the responsibilities.
