Andhra Pradesh Municipal Administration and Urban Development Minister P Narayana held a review meeting with officials from various municipalities in the erstwhile Kadapa district. The meeting was attended by Principal Secretary Suresh Kumar, Director Sampath Kumar, and other senior departmental officials.
During the session, Minister Narayana issued directives on key urban development priorities, including infrastructure projects, town planning regulations, and drainage desilting operations. He also discussed planned development works under the Kadapa Urban Development Authority (KUDA) in detail.
Speaking to the media after the meeting, the Minister made several important statements:
An inquiry is underway into alleged irregularities related to Transferable Development Rights (TDR) bonds issued by the previous government. The former administration reportedly failed to provide basic infrastructure in TIDCO housing projects and allegedly secured loans against these incomplete properties. The state government has now committed to completing all pending TIDCO houses by Vijayadashami and distributing them to eligible beneficiaries. Although the central government released funds under the AMRUT scheme (Atal Mission for Rejuvenation and Urban Transformation), delays occurred due to the state’s failure to release matching funds.
On solid waste management, Minister Narayana painted a grim picture:
Approximately 8 million tonnes of solid waste have accumulated across the state, which he attributed to mismanagement and flawed policies of the previous regime. The current administration is transitioning to a waste-to-energy model, aiming to process all municipal waste through energy recovery systems.
New waste-to-energy plants will be set up in Kadapa, Kakinada, Nellore, Kurnool, and Vijayawada, with the goal of eliminating landfill dumping across the state.
The Minister also highlighted financial mismanagement, stating that the previous government misused CFMS (Comprehensive Financial Management System) funds, leading to major operational problems.
To enhance financial transparency and efficiency, the state has introduced a Green Channel facility through CFMS for all 123 municipalities, allowing them direct access to funds for public service delivery.
Minister Narayana reaffirmed the government’s commitment to urban renewal, fiscal discipline, and citizen-focused governance throughout Andhra Pradesh.
