To combat poverty and bolster socio-economic well-being, Parvathipuram District Collector, A. Shyam Prasad, has launched a comprehensive survey under the “P-4” framework – a collaboration between Public, Private, and People sectors – slated to begin on March 8th. This ambitious undertaking will see 265,000 households across the district assessed within seven days, with secretariat personnel primed through training on March 7th.
During a review meeting held at the Collector’s office on Thursday, Prasad underscored the critical need to pinpoint the 20% of the population facing the most severe economic hardship. He mandated that municipal commissioners, revenue officers, development officers, and regional special officers spearhead this vital operation.
The Collector explained that the P-4 strategy is designed to foster a synergistic partnership between government bodies, private enterprises, and the community, aiming to elevate living standards for those lacking essential amenities through support from more affluent individuals. “This effort is fundamentally about empowering the disadvantaged through collective action,” Prasad asserted. Surveyors have been directed to conduct assessments when residents are available and to complete a minimum of 90 surveys each. All collected data will be digitally recorded on an online platform, ensuring accountability and transparency.
Beyond the poverty assessment, the Collector addressed the imminent challenge of summer water scarcity. He instructed officials to implement immediate preventative measures, guaranteeing a consistent water supply until the end of June. Local development officers have been tasked with inspecting water infrastructure, and rectifying any issues promptly. New boreholes will be drilled and repairs executed using funds from government schemes. Regular water quality checks will be conducted and documented.
The meeting also addressed plans for future initiatives, including the potential establishment of cold storage facilities in partnership with NGOs, and the progress of the national rural employment scheme. With a budget of Rs 215 crore allocated, and Rs. 158 crores already spent, officials were urged to complete ongoing projects by March 20th.
The rising demand for small-scale animal shelters was also noted, with officials directed to accelerate their construction. The meeting was attended by key district figures, including the Special Deputy Collector, the District Animal Husbandry Officer, the Municipal Commissioner, and other departmental leaders.
