Call it a lucky streak or whatever; Finance Secretary K Ramakrishna Rao has had the unique distinction of preparing nine Budgets for Telangana State. For newbies, he was appointed as the Finance Secretary on February 29, 2016. The whispers in the corridors of power are that the recent exercise to help the state government seek a Vote-on-Account could be the Finance Secretary’s swan song. For, going by the writing on the wall, long-standing bureaucrats may be moved out once their important tasks are accomplished or immediately after the Lok Sabha elections. Anyway, ahead of the presentation of a full budget, the Congress government has had hands-on experience with the state’s economy through the Vote-on-Account.
