Real estate developers have urged the government to solve the Dharani portal’s problems.
The Confederation of Real Estate Developers Association of India (CREDAI) in association with the National Real Estate Development Council (NAREDCO), the Telangana Builders Federation (TBF) and the Telangana Developers Association (TDA) hailed the efforts of Chief Secretary A. Shanti Kumari to bring together the heads of around 20 departments at the Secretariat to provide permissions to developers for real estate development.
This meeting is the first of its kind convened by the Government of Telangana as per an initiative by CREDAI. The purpose of the meeting was to understand the pain points of developers and explore the possibility of finding appropriate solutions to the issues and integrating permissions on the TS-BPass platform to improve the ease of doing business in the state.
P. Ramakrishna Rao, the President of CREDAI Hyderabad said, “Although Telangana is way ahead of other states in adopting systems like TS-Bpass, there are still some issues which need to be resolved to make the system seamless. We have highlighted the issues related to the master plan, the Dharani portal and the delay in approvals caused by the prevailing ambiguity and have given suggestions to streamline the processes.
We requested both the GHMC and the HMDA to set up technical helpdesks to resolve applicants’ queries and clarify issues to help speedy resolution and faster execution.
We have also requested for interconnecting the TS-bPASS platform with the TS RERA platform to reflect statutory project approvals and speed up project approvals.”
Adding to this, Sunil Chandra Reddy, the President of NAREDCO, Telangana, said, “Police NOC is essential for malls and multiplexes. Around 11 approvals are required at the beginning of a project and before starting operations. We request the department to review this. Similarly, we would also request the appointment of a dedicated officer to look into issues connected with the Dharani portal and its technical aspects, and the matters and concerns of applicants to resolve issues at a faster pace.”
C. Prabhakar Rao, the President of the Telangana Builders Federation said, “We have also raised our concern to make TS-bPASS more inclusive by ensuring approvals for bore wells, temporary electricity connections etc. while granting building permission.We also request the department to look at the issue of the loss to every stakeholder towards 10% mortgage.
It leads to loss of GST revenue as units are sold post receipt of OC, loss of bank funding blocking valuable capital for the builder and difficulty of selling odd units which are released after OC receipt. We hope that if the issues raised with the different departments are taken up and resolved, it will make doing business easier.”
GV Rao, the President of the Telangana Developers Association, said, “There are no stormwater drains and sewer networks in many new areas. There is always a huge quantity of storm water and it is not known where to discharge it. Some projects get flooded with stormwater. The water cannot be harvested or recharged due to rain intensity. There is also a huge amount of excess recycled water even after using it for flushing and irrigation. This water cannot be even used for recharging groundwater.
There is no way to dispose of this water. We request the department to look at the problem and suggest a way forward. Also, there is a condition that solar PV and solar hot water systems should be provided in all projects of more than 100 residential units. But the capacity is not indicated. Solar hot water is not a feasible option in high-rise residential projects. The ECBC recommends harnessing 20% of the required hot water from the solar system. It is first of all difficult to plan solar heating in high-rises with limited roof availability due to the requirement of recirculation pumps etc. Hence instead of solar hot water, solar PV capacity based on a percentage of roof coverage should be suggested.”

Satyanarayana, Chairperson of the Telangana State Real Estate Regulatory Authority (TS RERA), Commissioner GHMC, HMDA, HMWS&SB, GST, Chief EO, TS-bPASS, the DG of Fire & Disaster Management, the MD of TSSPDCL, IG of Stamps and Registration Department, TSIIC, Irrigation, Mining, Environment, Pollution Control, Labour and officials from the Collectorates and the police.
