Chief Minister N. Chandrababu Naidu has expressed concern over the increasing issues of rice recycling and smuggling in the State. In a video conference with Collectors and district officials from 26 districts, he called for the adoption of new strategies to combat these problems and curb illegal activities.
The Chief Minister emphasised that no farmer should face difficulties in the rice procurement process and stressed the importance of smooth operations. He warned that strict action would be taken against officials and employees found negligent or unwilling to assist rice millers, which could cause hardships for farmers.
“This government has made it easier for farmers to sell paddy,” the CM said, explaining that farmers are now allowed to deliver their rice to any mill, a shift from previous restrictions that only permitted deliveries to government-approved mills. Unlike in past years, when farmers had to wait for months for payment, the government now ensures payment within 24 to 48 hours of procurement. Furthermore, farmers can conveniently sell their produce via WhatsApp, with committees involving farmers, millers, and officials ensuring a smooth procurement process.
Chandrababu further highlighted the role of lower-level employees and government staff in executing these strategies effectively. He also addressed moisture-related issues, instructing officials to set up dryers to help solve these problems for farmers.
During the review meeting, officials provided updates on rice procurement for the current Kharif season, with a target of 37 lakh metric tonnes. As of the latest report, 10.59 lakh metric tonnes have already been procured from 1.51 lakh farmers.
Payments to farmers have been processed promptly, with Rs 2,331 crores disbursed so far, including Rs 2,202 crores within 24 hours and Rs 128 crores within 48 hours.
Rice procurement is ongoing in 14 districts, with East Godavari leading the way, having collected 1.84 lakh metric tonnes, followed closely by West Godavari with 1.81 lakh metric tonnes. Other districts such as Eluru, Konaseema, and Krishna have also seen significant collections. Notably, payments have been made to 1.45 lakh farmers within 48 hours, indicating significant progress in the process.
The Chief Minister reiterated the importance of ensuring that farmers face no problems in obtaining rice bags and urged officials to closely monitor the proper implementation of WhatsApp-based procurement. He also called for the use of GPS tracking for vehicles to expedite the loading process.
CM Naidu revealed that feedback is being collected from farmers through an Interactive Voice Response System (IVRS), and any signs of dissatisfaction will lead to accountability for officials. Should any issues arise, Naidu stated that he would personally visit the affected areas to address concerns. He also expressed frustration that poor performance by officials could harm the government’s reputation, despite the substantial funds and support available to assist farmers.
