MA & UD Minister Narayana asks officials to upgrade software to address TDR bonds Illegalities

Municipal Administration and Urban Development (MA & UD) Minister Ponguru Narayana has instructed the officials of his department to coordinate with the Registration Department to prevent illegalities in the issue of TDR Bonds.
The minister ordered the authorities to grant speedy permits to those applying for building construction. During a review meeting at the CDMA State office on Tuesday, Minister Narayana said that those applying for building construction must apply separately to the respective departments. He further noted that this process takes more time as permission is needed from each department.
The minister suggested that necessary steps should be taken to reduce this delay.
Regarding land conversion, Minister Narayana stated that it has also been decided to facilitate the permissions given by the revenue authorities of the respective departments and directed the authorities to take steps as soon as possible to issue permits through a single window with coordination.
He mentioned that the government has focused on the issuance of TDR bonds, where hundreds of crores of illegalities occurred during the previous government’s tenure. He further said that he had discussed this issue once with Revenue Minister Anagani Satyaprasad.
Minister Narayana advised the officers to take precautions while issuing bonds and suggested that changes should be made in the software so that ECs related to land are automatically available online at the time of issuance of bonds. IG of the Stamps and Registration Department, Seshagiri Babu, stated that steps will be taken to ensure that ownership documents are also available online. He further mentioned that technical steps will be taken to integrate all necessary aspects for the issuance of TDR bonds to the Town Planning Department within the week.
Minister Narayana stated that the fire department must grant permission for building construction; hence, linking the online application for permits given to industries to the DPMS website will be beneficial. He explained that the mines department must also issue permission for significant constructions requiring large pits for building purposes. Ponguru Narayana further explained that if the permission of the Department of Mines is required, the applicant must pay a seigniorage fee, and a similar procedure is followed for permits related to industries.
Harinarayanan, Municipal Commissioner and Director, MV Seshagiri Babu, IG Department of Stamps and Registration, Chief Engineer Gopala Krishna Reddy, and officials from the Town Planning Department, Revenue, Mines, and Fire Department were present.
