Mallikarjun was a six-time Member of Parliament, representing Mahabubnagar parliamentary constituency four times and from Medak twice.

Mallikarjun had served the nation in various capacities by holding several crucial portfolios including Defence, Railways, Parliamentary Affairs, I&B and Sports, in the cabinets of Prime Ministers Indira Gandhi and PV Narasimha Rao. He served as APCC president between 1996 and 1998, and is also remembered for vacating his seat of Medak for the election of Indira Gandhi in 1980.

Having entered politics in 1969 as the leader of the students-led agitation for Telangana statehood, he tirelessly served the country before going on to flaunch and lead the Congress Forum for Telangana, a pressure group within Indian National Congress demanding statehood for Telangana and worked for the cause until his untimely demise on December 24, 2002.

The former minister’s wife Bhagyalakshmi Mallikarjun and his son Manu Mallikarjun have requested Haryana Governor Bandaru Dattatreya to be the chief guest at the statue unveiling ceremony.
