Bureaucratic circles are of the considered view that, should there be a change in the government; delayed judicial proceedings against at least some of the babus might gain traction. A quick analysis shows that some of the cases have been delayed for unduly long periods. For instance, a case allegedly involving CMO Secretary Smita Sabharwal has been hanging fire for eight years, while another one involving Principal Secretary Naveen Mittal has been going on for 12 years. Contempt of courts cases have been filed against Rajat Kumar and Naveen Mittal. Disturbingly, over the last 10 years, around 29,000 contempt of court cases have been filed against bureaucrats. The CVC report has recommended processing of cases of corruption against officials within three months. It remains to be seen whether the next government will side with the whole lot of AIS officers in the dock.
