She added that no loan has been disbursed by nationalized banks to State Governments during 2018-19 to 2022-23. In Credit Facility to Federations (CFF), the TSCSCL got Rs 7,525 crore in FY22-23 and Rs 5,600 crore in FY 21-22. Under the Rural Infrastructure Development Fund (RIDF), Rs 1,305 crore was given from the RIDF fund to Telangana for FY 22-23.

Telangana is third among states in year-wise percentage increase in outstanding liabilities. As per data tabled in Parliament, Delhi, Rajasthan and Telangana are the top three states in year-wise percentage increase in outstanding liabilities.
The data was given by Union Finance Minister Nirmala Sitaraman to a question asked by BRS MP Nama Nageshwar Rao.
The percentage increase in liabilities is 16.6% for 2022-23 (BE) which was 15.8% for 2021-22 (RE). Prior to that, it was the highest in 2020-21 when it touched 20.3% of outstanding liabilities.
In 2019-20 and 2018-19, the percentage of liabilities was about 18.5% and 18.7% respectively. As per 2022-23 (BE), NCT Delhi has 33.3% outstanding liabilities while Rajasthan is at 17.2%. Andhra Pradesh at the 11th position has 12.4% outstanding liabilities.
“All States/UTs have enacted their Fiscal Responsibility and Budget Management (FRBM) Act. Compliance with the State FRBM Act, including monitoring of debts of State-owned entities, is done by the respective State Legislatures,” Nirmala said.
While the percentage increase in total outstanding liabilities is high, Telangana is 11th in total outstanding liabilities of State Governments/Union Territories. The total outstanding liabilities of Telangana in March 2019, March 2020, March 2021, March 2022 (RE), and March 2023 (BE) is Rs 1,90,203 crore, Rs 2,25,418 crore, Rs 2,71,259 crore, Rs 3,14,136 crore and Rs 3,66,306 crore respectively.
The reply said that the data is based on the RBI’s report titled ‘State finances: A study of budgets of 2022-23.’
Nabard disbursed Rs 997.40 crore for the Kaleshwaram Irrigation Project Corporation in FY 22-2023, while it disbursed Rs 2,628 crore in FY 21-22.
