United Layers Front state president G Ronald Raju appealed to Chief Minister Y S Jagan Mohan Reddy to repeal AP Land Titling Act and avoid public fury.
In a letter to the Chief Minister here on Wednesday, Ronal Raju urged him to take stock of the situation and examine the factors that prompted all other States, to refrain themselves, from adopting the model bill on Conclusive Land Titling, devised by NITI Aayog, at the instance of World Bank, under the guise of switching over to ambitious conclusive land titling system, oblivious of, its ramifications and thereby, either stall the implementation of the controversial legislation or initiate steps to enact it’s Repealing Act and thereby, avoid the public fury.
With a hope of appeasing the World Bank and Union Government of India, to secure loans, without visualizing the practical difficulties and without taking lessons from Rajasthan and Maharashtra, A.P.Land Titling Act has been enacted, he alleged.
“Before switch over to the “Conclusive Land Titling System”, the Government needs to undertake lot of spade work, by updating the land records, implementing the recommendations of committee on State Agrarian Relation, by conducting comprehensive village level survey, and by integrating cadastral maps with textual data of land,” he opined.
This controversial legislation, if implemented, despite the sane advice given, is bound to boomerang, causing unrest, opening pandora’s box and forcing the people of Andhra to treat this legislation as a last straw, Ronald Raju feared.
