Additional DG Ravi Shankar Ayyanar made it clear that there is no prohibition of rallies and meetings as per GO 1. He said that a few sections of people are propagating falsely that restriction is being imposed on rallies and public meetings and said that there is no mention of it in the GO.
He said that the GO was issued in accordance with the 1861 Police Act, sections 30, 30A and 31. He said that national highways, municipal and panchayat raj highways are used by the common public, for transporting goods, and for people going to airports, and not to create inconvenience to the common public the GO was issued. He said that for organizing public meetings in cities and towns selected places are being suggested by the officials.
The ADG said that public meetings of political parties can be organized in those selected places. In a few special cases rallies and meetings can be given permission after the district SP or the police commissioner is satisfied and the organisers should give a letter and obtain permission, he said and added that the organisers should clearly mention the purpose of the meeting and where the meeting will be conducted and timings. The district SP / CP will inspect and accord conditional permission for the same, said the ADG Ayyanar.
