As the retirement of Andhra Pradesh Chief Secretary Neerabh Kumar Prasad approaches, speculation abounds about his successor, sparking intense discussions in bureaucratic and political circles. This decision carries immense weight, given the pivotal role the Chief Secretary plays in ensuring smooth governance and implementing the coalition government’s policies.
The scenario is set against the backdrop of significant administrative challenges since the formation of the new government post-2024 general elections. These challenges have been felt across the bureaucratic spectrum, from district-level tahsildars to senior IAS officers. The coalition government’s resolve to rectify irregularities from the previous YSRCP regime has added pressure on the Chief Secretary’s office to maintain efficiency and accountability across departments.
While there is talk of extending Prasad’s term, this proposition faces stiff resistance from senior IAS officers who view such extensions as disruptive to the natural progression of seniority. The previous YSRCP government’s decision to extend Nilam Sawhney’s tenure set a controversial precedent, fuelling discontent within the bureaucracy.
Prominent names have emerged as contenders for the coveted position, including RP Sisodia, K Vijayanand, and Sai Prasad. Each candidate brings distinct credentials and challenges to the table.
Sai Prasad, a senior IAS officer with strong backing from Kamma community, has garnered significant political support. Hindupur MLA N Balakrishna and other leaders have reportedly urged Chief Minister Chandrababu Naidu to appoint him. However, his community affiliations could be a double-edged sword, potentially complicating his candidacy. Both Chief Minister and Chief secretary belong to same community would send a wrong signal in bureaucracy is another opinion in the government.
RP Sisodia, another strong contender, is renowned for his efficient and controversy-free administrative record. Having faced challenges during the YSRCP regime, Sisodia is keen to prove his capabilities. His close rapport with CM Naidu further strengthens his bid for the top post.
However, it is K Vijayanand, currently the Special Chief Secretary for the Energy Department, who is emerging as the frontrunner. Vijayanand’s extensive experience in managing the state’s energy sector since bifurcation has earned him widespread respect. His adept handling of critical issues, including the Adani-SECI dispute and ensuring uninterrupted power supply, has been lauded. These achievements have not only bolstered Andhra Pradesh’s economic stability but also impressed Chief Minister Naidu. Vijayanand came from a poor family and belong to backward caste in Rayalaseema. His elevation would give a moral boost to the TDP which has been enjoyed BCs support.
Vijayanand’s candidacy has also garnered remarkable political support. A group of 35 MLAs, cutting across party lines, has rallied behind him, recognising his leadership as vital for the state’s progress. This endorsement reflects a broad-based consensus, extending from seasoned legislators to first-time MLAs.
With Chief Minister Naidu and Jana Sena Party leader Pawan Kalyan wielding considerable influence in Delhi, their decision on the Chief Secretary’s appointment is unlikely to face resistance. As the coalition government steers forward with its governance agenda, all indications point towards K Vijayanand’s imminent elevation as Andhra Pradesh’s new Chief Secretary.
