Governor gave last assent to Goods And Serivces Tax (Amendment) Bill, 2022 on 5 October2022

About 12 Bills passed by the Telangana Legislature are with the Governor for her assent.
It’s around two weeks since five Bills were passed during the budget session. Seven Bills were passed in September 2022 and have been with the Governor for five months now. The last Bill which the Governor cleared was the Telangana Goods And Services Tax (Amendment) Bill, 2022, on October 5, 2022. Sources said that there is no word from the Raj Bhavan about the Bills.

The five Bills that were passed in February are the Professor Jayashankar Telangana State Agricultural University (Amendment) Bill, 2023, the Telangana Municipalities (Amendment) Bill, 2023, the Telangana Panchayat Raj (Amendment) Bill, 2023, the Telangana Appropriation Bill, 2023, and the Telangana Appropriation (No: 2) Bill, 2023.

Appropriation Bills might get consent as the Governor had delivered the budget speech.

The Municipality Bill includes constituting the Asifabad Municipality by merging the villages of Asifabad, Janakapur and Godavelly and excluding the areas of Boyalapally (Narsingarao Pally) and Thalla Narsimhapuram villages from the Kollapur Municipality by amending Schedule-I of the Telangana Municipality Act, 2019.

The change to Professor Jayashankar Telangana State Agricultural University Act, 1963, will enable the University to give affiliation to government colleges.

The government sanctioned 15 new Mahatma Jyothibha Phule B.C. Residential Degree Colleges throughout the State and of this the government permitted to introduce B.Sc. (Agriculture) and B.Sc. (Horticulture) in two residential degree colleges in Wanaparthy and Karimnagar district from the academic year 2022-23.

But there is no provision for giving affiliation to the above Residential Degree Colleges located in Wanaparthy and Karimnagar District. The amendment to the Act is intended to rectify this.

The Panchayati Raj Bill is intended to achieve the goal of administrative decentralisation and effective governance.

Bhadrachalam Taluk will be formed from the three Gram Panchayats of) Bhadrachalam, Seetharam Nagar and Shanti Nagar in the Bhadrachalam Mandal of Bhadradri Kothagudem district.

In view of the high inflow of migrants due to the ITC Ltd plant, the Sarapaka Gram Panchayat will be formed from the two Gram Panchayats of Sarapaka and ITC in Burgampahad Mandal of Bhadradri Kothagudem district. Rajampet will be carved out as a separate gram panchayat.

The seven Bills pending from September are the Azamabad Industrial Area (Termination And Regulation Of Leases) (Amendment) Bill, 2022, The Telangana Municipal Laws (Amendment) Bill, 2022, The Telangana Public Employment (Regulation of Age of Superannuation) (Amendment) Bill, 2022, The University of Forestry Telangana Bill, The Telangana Universities Common Recruitment Board Bill, 2022, The Telangana Motor Vehicles Taxation (Amendment) Bill, 2022, and The Telangana State Private Universities (Establishment And Regulation) (Amendment) Bill, 2022.
