Single window, simplified permissions soon: Revanth

Chief Minister A Revanth Reddy directed officials to create a simplified, citizen-friendly system for granting construction and utility permissions within the Telangana Core Urban Region. In a high-level review held at the State Secretariat on Wednesday, the Chief Minister stressed the need to eliminate the long-standing practice of applicants running from one department to another for clearances.

Referring specifically to the GHMC and HMDA limits within the Outer Ring Road, Revanth asked departments to work jointly to establish a single-window platform through which citizens can apply for all required services—from building permits to water and electricity connections—at one place.

“Whether it’s residential or commercial constructions, citizens must not be forced to shuttle between offices. We must build a process where all necessary permissions are given in an integrated and time-bound manner,” Revanth said.

He proposed a mechanism where departments like Revenue, Municipal Administration, Water Supply, Sewerage, Fire Services, Police, and Electricity work together, not only to issue joint clearances but also to adopt a single billing window. “Consumers should be able to pay all dues in one go, while the funds get distributed to the respective department accounts in the backend,” the CM explained.

To support this streamlined model, the Chief Minister directed that a LIDAR survey be conducted for accurate mapping of properties and resources. He also called for expert consultation to design a robust digital framework for this unified service model. Revanth warned officials against unnecessary delays or arbitrary rejection of applications. “If there is a delay, the applicant must be informed of the reason and told how it will be resolved,” he said. The CM emphasised the need for uniformity across departments in the delivery of civic services, calling it essential for the region’s planned and equitable development.

Officials present at the review included CM’s Advisor Vem Narender Reddy, Municipal Administration Secretary Ilambarathi, CM’s Secretary Manick Raj, HMDA Commissioner Sarfaraz Ahmad, GHMC Commissioner R.V. Karnan, HMWSSB MD Ashok Reddy, TSSPDCL CMD Musharraf Ali, and MD of Musi River Development Corporation E.V. Narasimha Reddy, among others.
