All eyes on Guv’s address :What line will Tamilisai adopt generating interest

After the deadlock over the budget between the BRS government and the Governor all eyes are on the Governor’s address to the joint session of the Legislative Assembly and the Council. The public wants to see whether the Governor’s address will be the “government’s” address or the “Governor’s” address.

All these days the BRS government was criticising the Central Government led by the BJP for its alleged bias against Telangana on all fronts. The Governor, Dr Tamilisai Soundararajan, was also openly criticising the BRS government headed by Chief Minister K. Chandrasekhar Rao. Moreover, the Governor, Dr Tamilisai Soundararajan, never delivers any speech without praising Prime Minister Modi and the Centre’s schemes.

If the state and the Centre have good relations there will be no problems between the state government and the Governor. The Governor’s address is prepared by the state government and it will be sent to the Governor for her approval. If the Governor suggests changes the government will change it accordingly.

This is the normal practice and there will be no problems if the state government and the Governor are on good terms. Now, in Telangana, the equation between Pragati Bhavan and Raj Bhavan is known to everyone. This is an election year for the BRS government and generally, the state government will try to criticise the Centre to get political mileage.

If the state government prepares the speech strongly criticising the Centre and Prime Minister Modi will the Governor, Dr Tamilisai, accept that speech or not is the interesting point.

Another one is that generally in the Governor’s address the state government will try to explain to the public how it developed the state. When the Governor is openly criticising the BRS government regarding the state’s development policies will she praise the BRS government.

Two days ago the Governor criticised the BRS government saying that ‘farmhouse’ and ‘buildings’ do not constitute development. The Governor made these comments keeping in mind KCR’s farmhouse and the new secretariat.

The Governor’s address is a problem for both the State government and the Governor. If the state government does not criticise the Centre in the Governor’s address the BRS will have to face criticism. The main opposition Congress is criticising the BRS since a long time for colluding with the BJP.

If the state government does not criticise the Centre to make the Governor happy, the people may think that the allegations of the Congress against the BRS are true.

At the same time, if the Governor who had been criticising the state government all these days suddenly praises the state government the people may think that the allegations against her levelled by the BRS are true.

The state government has come down one step and compromised by allowing the Governor to address the joint session to resolve the deadlock over the budget.

In the same way, Governor Dr Tamilisai also may come down a step and compromise by accepting the speech prepared by the state government.

While accepting the speech prepared by the state government if the Governor during her address to the joint session suddenly praises Prime Minister Modi and his schemes, the BRS Government will face a problem.

Anyway the credibility of the BRS government and the Governor, Dr Tamilisai Soundararajan, is involved in the Governor’s address.

Political circles are interested to know whether the Governor’s address is going to lead to another controversy between the Raj Bhavan and the state government or both will compromise and to run the show smoothly.
