Bhubharati Act will be a national role model: Minister Ponguleti

Describing the Bhubharati legislation as a transformative step in resolving land issues across Telangana, Revenue and Housing Minister Ponguleti Srinivas Reddy said the new law was drafted after studying land governance models in 18 states.

Addressing a revenue conference held under the Bhubharati pilot project in the Buggaram mandal of Jagityal district on Saturday, he declared that the legislation will serve as a national role model for land administration reform.

“Bhubharati was not drafted behind closed doors.

We consulted lakhs of citizens and intellectuals as per the Chief Minister’s directions. The result is a transparent and people-centric law,” he said, reiterating that the legislation is designed to bring swift justice to the poor and hassle-free land ownership to rightful farmers.

Ponguleti launched the revenue conference and distributed land ownership documents to farmers on the occasion. “The intent behind Bhubharati is clear. It is justice for the poor, and no harassment of genuine landholders,” he said.

He announced that the government will assign revenue officers to over 10,956 revenue villages across Telangana starting June 2, strengthening the state’s land governance framework. He said 13,000 applications had already been received in pilot project areas and are being processed on a priority basis.

Taking a swipe at the BRS administration, he criticised the Dharani Portal, calling it a closed-room creation by “four people behind four walls” during KCR’s rule. “Dharani caused confusion, Bhubharati will bring clarity,” he said.

Under Bhubharati, powers are being decentralised from the Tahsildar level to the Chief Commissioner of Land Administration (CCLA), and an appeals mechanism has been established to ensure that farmers can challenge decisions and secure justice.

On the Indiramma housing programme, Ponguleti said that the beneficiary selection process would be completed by the end of May. “This programme will run for five years, and we will ensure every eligible poor family gets a home,” he said.

He also revealed plans to appoint 10 to 15 surveyors in every mandal to speed up land dispute resolution and improve local-level surveying. He said all land transactions will be accounted for by December 31, as mandated under the Bhubharati law.
