In a bid to address the growing concerns surrounding teacher shortages in certain schools, S Suresh Kumar, Commissioner of School Education, has issued a comprehensive circular, underscoring the imperative for efficient teacher allocation across various educational management within the State.
The circular, issued on Monday, commands all District Educational Officers (DEOs) to furnish particulars regarding both requisite and surplus teaching personnel across different educational managements, including Government, Zilla Parishad, and Municipal setups, along with High School Plus institutions. The information is to be based on enrollment statistics as of July 31.
The DEOs are expected to present their comprehensive reports by August 18.
The collected data will then serve as the foundation for the strategic redistribution of teachers to address the existing imbalances. The Commissioner’s vision encompasses a collaborative approach, as the process requires the endorsement of the relevant district committee. This committee, chaired by the former district collector, will also feature the newly appointed district collector as co-chair, the erstwhile district DEO as convener, and the current district DEO as co-convener.
The circular also acknowledges the possibility of surplus School Assistants (SAs) being available for reallocation. In such instances, the directive is to align them with the needs of High School Plus establishments. In cases where SA availability is scarce, suitably qualified surplus Secondary Grade Teachers (SGT) may be entrusted with the responsibility of instructing relevant subjects for Pre-High Schools and High Schools.
In his comprehensive address, Commissioner Suresh Kumar emphasizes the importance of maintaining a hierarchical priority in teacher adjustments. The prescribed hierarchy entails considerations within the school complex, followed by Mandal, adjacent mandal, within the division, adjacent division, and ultimately, intra-management considerations.
