‘Jagananna Suraksha’ to be launched on June 23

Chief Minister YS Jagan Mohan Reddy has directed the District Collectors to own the ‘Jaganannaku Chebudam’ and ensure quality in solving the people’s grievances to the best satisfaction of the complainants, laying stress on three factors — quality, satisfaction and deadlines.
Reviewing Jaganannaku Chebudam, Jagananna Bhu Hakku, Bhu Raksha and other programmes through video-conferencing with District Collectors, SPs and other senior officials from the Camp Office here on Wednesday, the Chief Minister told them that Jagananna Suraksha would be launched on June 23.
He said that Jagananna Suraksha, to be observed for a month across the State, would work as a blanket cover supplementing and complimenting the Jaganannaku Chebudam wherein official teams from mandal and municipalities would visit the village secretariats.
They would spend a full day in each village resolving problems in issuing ration card, caste certificate, marriage certificate, income certificate, death certificate and other documents.
The official teams should also attend on complaints of people who didn’t receive benefits of welfare schemes despite having eligibility. There should be no miss-outs on this count, he said.
Officials consisting of MPDO and Deputy Tahsildar in one team and Panchayat Raj EO and Tahsildar in the other team at mandal-level and Municipal Commissioner and his staff in the first team and Zonal Commissioner and his staff in the other team in urban areas would visits the Secretariats, he said.
During their one-day visit in each village, official teams should also attend to unresolved issues in Jaganannaku Chebudam by mapping them with Jagananna Suraksha.
Before the official teams visit the village secretariats on pre-designated dates, volunteers, secretariat staff, public representatives and Gruha Saradhulu and other responsible people should prepare the ground work thoroughly examining the complaints by visiting all houses and explaining the purpose of Jagananna Suraksha.
While special officers will visit the villages twice a month for monitoring the programme, District Collectors shall visit the village and ward secretariats twice a week, he said, adding that Joint Collectors shall visit four secretariats in a week. Secretaries and HoDs must visit two secretariats at least in a month for effective functioning of the system, he directed.
ITDO, PO, Sub-Collector and Municipal Commissioners also should visit four village and ward secretariats in a week.
Reviewing the progress of Gadapa Gadapaku Mana Prabhutvam (governance at doorstep), the Chief Minister directed the District Collectors to implement priority works identified by people’s representatives. The sanctioned amount of Rs. 20 lakh per each village should be utilised for this purpose.
Ensure 24 crore workdays
Reviewing the NREGS, he directed the Collectors to ensure 24 crore days of guaranteed wage employment this year with 60 per cent of the works to be completed by this month. As many as 75,000 days of employment should be provided in each district by paying at least Rs. 272 per day per head, he said, adding there should be no work between 11 am to 3 pm in the backdrop of scorching heat.
All works relating to the secretariats, digital libraries, RBKs and village clinics should be completed at the earliest, he said, adding that there was no dearth of funds.
Construction of houses in CRDA region from July 8
The Chief Minister asked the NTR and Guntur District Collectors to begin construction of houses in CRDA region on July 8 and directed the other Collectors to expedite construction of Jagananna Colonies across the State. Every Saturday should be observed as Housing Day. Officials should not forget about quality in the construction, he stressed.
Pointing out that 1,43,600 TIDCO houses of 300 square feet each were being distributed to the poor free of cost, he asked them to expedite the process of registrations while taking steps to arrange bank loans for the other category beneficiaries who got incentives.
Action against spurious seeds, pesticides
He directed the District Collectors and SPs to take stringent action to eliminate presence of spurious seeds, pesticides and fertilisers in the market in view of the beginning of Kharif season while ensuring that the RBKs-supplied seeds and pesticides also should be of high quality.
Collectors and SPs would be made responsible for failures on this count, he clarified.
He also told them to begin e-cropping work by July 1 and complete it by the first week of September while social audit should be completed by September.
Officials should conduct Grama Sabhas and explain that CCRC cards would be useful for 11 months which would benefit the tenant farmers. Officials should take steps to arrange bank loans for them. Tenant farmers should be informed they would not face any difficulties in getting Rythu Bharosa.
Bhu Hakku and Bhu Raksha
Reviewing the Jagananna Bhu Hakku and Bhu Raksha, he instructed District Collectors to take steps to ensure that at least one registration takes in each secretariat before July 1 so that the process continues. He also directed them to coordinate with the headmasters of government schools and take steps to solve problems, if any, with relation to the Vidya Kanuka kits distributed to the students.
