Telangana has sent almost 70 letters regarding the implementation of the provisions of KWDT-I by KRMB. But there is no response so far from the Centre.ENC Muralidhar wrote another letter highlighting the issues raised in the 70 letters and urged KRMB to raise the issues with the Union Ministry of Jal Shakthi.
“In view of all the large number of issues which have not been resolved, it is once again requested to study and implement all the issues raised by Telangana effectively.
It is also requested that in case any GOI instructions are required the same may be informed,” the ENC said.
Among the issues raised is the reckoning of the consumptive use of water used for drinking water supply within the basin in terms of Clause-VII of KWDT-I Award for which six letters were written.
“As per Section 85(8)(a) of the Andhra Pradesh Reorganisation Act, 2014, the KRMB is mandated to implement the provisions of KWDT-I and interstate agreements. Clause VII of KWDT-I report stipulates use for drinking water supply shall be reckoned as 20 per cent of draws. In spite of several letters, the KRMB is not implementing it in water accounting,” the ENC said.
Another 13 letters were written about the carrying over of water by Telangana from its share to the next water year as per the KWDT-I Award.17 letters were written on the working arrangement for the sharing of Krishna water between AP and TS.
“The allocations made by KWDT-I to united AP were en bloc and project-wise specific allocations are being adjudicated by KWDT-II. The June 2015 or 2017 arrangements are Adhoc and is for a year only and Telangana during recent meetings made it clear it is no more agreeable to continue the old arrangements.Telangana has been telling KRMB that although it is entitled to about 70 per cent, it is agreeable to share Krishna waters in the ratio of 50:50 till the KWDT-II Award is finalised. Telangana strongly opposes the unilateral decision of the KRMB Chairman at the Board meeting that the earlier agreement should be continued for one more year,” the ENC said.
On the formulation of rule curves for Srisailam and Nagarjuna Sagar reservoirs by the CWC and the need for modification of the rule curves, nine letters were written requesting the KRMB and the Centre to furnish data used in the formulation of rule curves for the Srisailam Reservoir and the Nagarjunasagar Reservoir by the CWC as requested by Telangana.
Another five letters were written on no flows needed from NSP to KDS in lieu of diversion of Godavari Water from Polavaram to Krishna as per the GWDT Award.12 letters were written on the operation of powerhouses of the Srisailam and Nagarjunasagar projects.
Two letters were on rule curves to be modified for meeting the in-basin needs of Telangana requiring 160 TMC (90+30+40) and limiting outside basin diversion from the Srisailam Reservoir by AP to 34 TMC.
Telangana made it clear that it is not agreeable to AP’s proposal of that water diverted during spills shall not be accounted against shares of the states. In spite of repeated requests, the KRMB did not delete this proposal from the Reservoir Management Committee reports.
Four letters were written on the installation of a Real-Time Data Acquisition System on canals downstream of the Pothireddypadu Head Regulator.Six letters were written on the modernization of RDS subsequent to bifurcation, Andhra Pradesh has been blocking modernisation works on the RDS Anicut.11 letters were written asking KRMB to keep the DPR of RDS Right Canal in abeyance until the KWDT-II Award is finalised and that it should restrain AP from going ahead with construction work on the RDS Right Canal.
