Ownership of lands, assets must vest with RTC

The Governor, Dr Tamilisai Sounderarajan, gave the green light for the Telangana State Road Transport Corporation (Absorption of Employees into Government Service) Bill–2023 and for its introduction in the Telangana Assembly with certain recommendations to the government after a meeting with Transport Department officials.

The Governor gave the green light for the RTC Bill after satisfying herself with the explanation given by Transport Department officials and the explanations given by the government regarding her doubts which she conveyed on Saturday.

The recommendations of the Governor are as follows:
1. The ownership of the lands, assets and properties of the TSRTC should vest with the Corporation itself for its sole and exclusive use, even after the absorption of RTC employees into government service.The government should give an explicit undertaking to that effect.

2. The assets must be divided and the bifurcation process between Telangana and Andhra Pradesh must be completed as per the AP Reorganisation Act.

3. The government must clarify and assume responsibility for clearing the arrears of the erstwhile APSRTC.

4. The emoluments of RTC employees once absorbed into government service must be on the same scale as other state government employees’ pay scales, service rules and regulations vis-à-vis salary, transfers, promotions, pensions, provident funds and gratuities.

5. The TSRTC employees already absorbed into government service should have the facility to request ‘compassionate appointment’ for family members on medical grounds if the employee becomes unfit for service due to the extreme stress and physical strain of working with the RTC.

6. Disciplinary proceedings within the RTC are extremely stringent. Therefore, it is recommended that the disciplinary proceedings should be more humane and in tandem with the same service rules and regulations of other government employees and relevant service rules.

7. If the RTC’s absorbed employees are sent on deputation to other departments, it is recommended that their grade, pay, salary and promotions etc should be protected so that there will not be any disturbance vis-à-vis their promotions

8. Contract employees or outsourced employees should be given similar benefits and salaries as regular employees and their rights should be protected including Provident Fund.

9. Regular employees and contract employees as long as they are in service should receive the same medical benefits at RTC hospitals, and government-sponsored treatment up to a certain level, and insurance benefits. The families of regular employees should also be included in the health benefit scheme.

10. The government should take over the maintenance of buses through outsourcing to an independent entity or in any other manner and undertake to bear the financial burden of the maintenance of buses to ensure the safety of people.

The Governor also conveyed her best wishes to all TSRTC employees and their families and hoped that the absorption into government service would benefit them all.
