Publicise registration services at V/W Secretariats: Special CS

The Manyam, Rayachoti, Nellore and Narasaraopet (Palnadu) districts have topped the State in terms of percentage-wise collections in the registrations, Visakhapatnam, NTR and Guntur districts in terms of net collections and Nellore, Sri Balaji, Guntur and Kakinada in growth in the number of documents.

Rajat Bhargava, Special Chief Secretary, Revenue (Excise, R&S), who conducted a review meeting on the Stamps & Stamps Department here on Thursday, instructed the officials to bring transparency, remove corruption and provide better services in the department. During the meeting, he mentioned the names of the districts which performed well.

Rajat Bhargava, identifying district registrars who achieved targets below 85 percent, instructed them to explore all possible steps to achieve the 100 percent target fixed by the government, and generate at least 20 percent more revenue than last year’s collection. He stressed the need for the establishment of Premium Registration centres and directed the officials to identify suitable buildings by December 31 at Kakinada, Vijayawada, Guntur, Nellore, Tirupati, Kadapa, Kurnool and Srikakulam. He further instructed to initiate measures to start Premium Registration services at Visakhapatnam as early as possible.

Rajat Bhargava directed the DRs and DIGs to hold ‘Grama Sabhas’ and explain the benefits of registrations to the public at Village/Ward Secretariats, in their jurisdiction keeping in view the vision of Chief Minister YS Jagan Mohan Reddy to bring the administration to the doorsteps of the people and give widespread publicity through pamphlets and booklets on registration procedures and services available at Village & Ward Secretariats. He has also directed the officials to make use of technology and social media for better functioning of the Department and also share the information with the public.

The Special CS reviewed the delivery of registration services at 2,000 Village Secretariats and directed the DRs to visit at least one Village Secretariat in their jurisdiction, in a month and submit reports.

Reviewing pending chit fund cases, he directed the DRs to be more cautious in granting permissions to the companies for business and report discrepancies noticed immediately. He also emphasised the need for the Stamp Act for the State and directed the C&IG to send proposals. He also observed that many Sub-Registrar offices in the State are in old private buildings and directed them to take immediate steps for relocation of the offices to new buildings with good ambience and ample waiting space for the public.

Rajat Bhargava instructed the DRs and DIGs to personally monitor the digitalisation of old records in their Jurisdictions.
