De novo preparation of electoral rolls ordered
Consequent to resignation of the former MLC Dr Palla Rajeshwar Reddy, a casual vacancy had occurred. In this connection, the Election Commission of India has ordered the de novo preparation of electoral rolls of Warangal-Khammam-Nalgonda Graduates’ Constituency with reference to November 1,2023 as the qualifying date, so as to have a fresh electoral roll as per the schedule on Friday.
According to the schedule, public notice under rule 31 (3) of the Registrations of Electoral Rules, 1960 Ā will be issued on December 30, 2023.
First re-publication of notice in newspapers under rule 31 (4) of the Registration of Electors Rules, 1960 will be on January 15, 2024 while the second re-publication of notice in newspapers under rule 31 (4) of the Registration of Electors Rules, 1960 will be on January 25,2024.
The last date of receipt of applications in Form 18, as the case is will be on February 6, 2024. The period for the preparation of manuscripts and printing of draft electoral rolls is on February 21, 2024 while the draft publications of electoral rolls is on February 24, 2024.
Period for filing claims and objections will be from February 24 to March 14 while the date for the claims and objectives shall be disposed of and supplements prepared and printed on March 29. The final publication of Electoral rolls will be on Ā April 4, 2024.
As the electoral rolls for the Graduates’ Constituencies are required to be prepared afresh, all persons whose names are included in the existing rolls should also submit a fresh application in the modified Form-18.
Every application in modified Form-18 by a person seeking enrolment in Graduates’ Constituency shall be accompanied by authenticated copies of requisite documents / certificate duly authenticated by Designated Officer / Additional Designated Officer / Gazetted Officer of the District concerned / Notary Public.
It may be noted that mere reference to an entry in the existing electoral roll will not be taken into account for determining the eligibility of a person for enrolment in the electoral rolls.
Moreover, the eligibility of a person for enrolment in a Graduates’ Constituency is to be determined having regard to provisions of Sections 27 (3) (a), 27 (5) (a) and 27 (6) of the Representation of the People Act 1950.
