Minister for Revenue, Registration and Stamps Anagani Satya Prasad has said that more than 98 per cent of the issues raised in the re-survey conducted during the previous government’s tenure have been resolved. Addressing the questions posed by MLAs in assembly on Wednesday, he said that landowners faced difficulties in mutation of their lands due to problems in joint LPMs, and these problems arose because the previous government did not implement the re-survey scientifically.
The Minister further explained that the presence of multiple landowners within a single JLPM created obstacles for them in registering or mutating their properties until those parcels were individually subdivided. He said that to mitigate these problems, the government has launched online subdivision services in village and ward secretariats, facilitating easier registration.
Minister Sathya Prasad said that as a part of the government’s special measures, a fee waiver has been announced for landowners applying for subdivision, effective from January 1, 2025, for a period of six months.
The Minister mentioned that to correct boundary errors as per the requests from landowners, the government activated provisions under BSO 34 Para Number 8. He further mentioned that a total of 85,571 applications for subdivisions have been filed thus far, with 69,142 of them already resolved.
In reference to the re-survey issues, the minister stated that the previous government had conducted re-surveys in 6,688 villages, which became riddled with errors. He criticized the prior administration for failing to notify landowners regarding the re-survey, shortening the objection period from 60 to merely 21 days post-completion, and conducting the survey recklessly without proper adherence to regulations.
Sathya Prasad stated that in an effort to rectify these issues, the coalition government has conducted Gram Sabhas (village assemblies) in all villages where the re-survey was completed, receiving nearly 279,712 applications, of which around 273,296 nearly 98 per cent have been resolved.
Sathya Prasad stated that the government recommenced the land re-survey process on January 20, this time adopting a more systematic approach. He mentioned that WhatsApp groups have been established for all landowners within a block to keep them informed at every stage of the process. He further mentioned that for those who do not reside locally, information is conveyed via WhatsApp calls or video messages, giving them the chance to appoint a representative during the survey.
