‘No progress on bifurcation issues’

Three weeks after the meeting of Telugu Chief Ministers, there was no movement in both Telugu State governments in the implementation of the decisions taken by them. To discuss the longpending bifurcation issues between the Telangana and Andhra Pradesh, Chief Ministers A Revanth Reddy of Telangana and N Chandrababu Naidu of Andhra Pradesh met at Hyderabad on July 6. In the meeting, both the Chief Ministers favoured the constitution of two committees, one of ministers of both states and the other comprising officials of both states for speedy resolution of issues related to bifurcation. Both the Chief Ministers discussed about apportionment of assets, liabilities of different institutions under the 9th and 10th Schedule of Andhra Pradesh State Bifurcation Act. After the meeting, Telangana Deputy Chief Minister Mallu Bhatti Vikramarka told the media that both the governments will follow a three-pronged strategy to resolve the pending bifurcation issues between both the Telugu states. The Deputy Chief Minister clarified that in the first stage, officials will discuss to resolve the issues. If the issues will not be resolved at the officials’ level, the ministers’ committee will take up. If the ministers’ level is also not able to resolve the issues, then the Chief Ministers of both Telugu states will be involved. But so far, both the State governments did not take any action regarding constitution of committees at the officials’ level and ministers’ level also. Ten years after the State bifurcation, the issues relating to sharing of assets and liabilities between the two states are continuing. In this period, two Chief Ministers have come in Telangana and in Andhra Pradesh. The first Chief Minister of Telangana State K Chandrasekhar Rao and the first Chief Minister of residuary State of Andhra Pradesh N Chandrababu Naidu failed in resolving bifurcation issues due to differences between them. After that K Chandrasekhar Rao had become the Chief Minister for the second time in Telangana. But in Andhra Pradesh, YS Jagan Mohan Reddy had become the Chief Minister in place of Chandrababu in the residuary State of Andhra Pradesh. In spite of good relations between Telangana CM KCR and AP CM YS Jagan, both failed in resolving the problems. Now in Telangana, A Revanth Reddy of the Congress has become the CM, and in AP Chandrababu has become the CM again in place of YS Jagan. The Chief Ministers are changing in the both Telugu states but there was no change in the pending issues. It appears that the no Chief Minister is serious in resolving the pending issues. Whenever the bifurcation problems come to the mind, both Telugu CMs are meeting to discuss pending issues and later they are forgetting the follow up action. If this kind of attitude continues, the bifurcation issues will never be solved.
