Assembly budget session:Guv issues notification, advises govt

Another notification has been issued for the commencement of the budget session for the year 2023-24.However, the latest notification has been issued as decided in the earlier notification, which was issued on January 22 by the Assembly Secretary that the budget session will commence on February 3.

However, as per the latest notification issued by Governor Dr Tamilisai Soundararajan both the Legislative Assembly as well as the Legislative Council session will start on February 3. The budget session will start at 12.10 pm on February 3 as a joint session which the Governor will address.

The new notification has been issued as per “Article 176(1) of the Constitution at the commencement of the first session after each general election to the Assembly and at the commencement of the first session of each year the Governor shall address both the Houses of the Legislature and inform the reason for its summons.”

The new notification says, “In exercise of the powers conferred by Clause (1) of Article 174 of the Constitution of India, I, Dr Tamilisai Soundararajan, Governor of Telangana, hereby summon the Second Telangana Legislative Assembly and Council to meet for its Fourth Meeting of the Eighth Session at 12.10 pm on Friday, the 3rd of February, 2023, in the Assembly Hall, Public Gardens, Hyderabad.

However, experts said that the authorities are misinterpreting Constitution provisions regarding the Governor’s address although the Constitution clearly mentioned everything. With this misinterpretation, there was no Governor’s address last year (2022-23) in the name of prorogue, they said.

It is learnt that Governor Tamilisai Soundararajan has asked the government to prepare the Governor’s speech on the basis of facts.
