The National Medical Commission (NMC) and Medical Assessment & Rating Board (MARB) have issued a notice to the Departments of Medical Education of the states and Union Territories warning against transfers of faculties in Government Medical Colleges for the purpose of fulfilling teaching/faculty requirement before inspection by the board.
The board has also noticed that various writ petitions are being filed in various High Courts by faculties who have been transferred by the state government from one medical college to another alleging that their transfer will result in deficiency in the first medical college.
Regarding the issue of transfer from one government medical college to another, it is within the administrative domain of the state government. It is upon the state government to ensure fulfillment of faculty requirements, and transfer from one government medical college to another. If made for the purpose of rectifying deficiency in one medical college, should not cause a deficiency in another medical college.
In view of the situation, the board has reiterated that it is the responsibility of the medical college to ensure the faculty requirements as laid down in the MSR Regulations for the sanctioned capacity of UG as well as PG course so that the standard of teaching is not compromised.
The NMC said that once a faculty for one academic year has been counted in a medical college, the same faculty cannot be accepted as a faculty of another medical college in the same academic year. A faculty is required to make a declaration to this effect in the declaration form to the commission.
The MARB has requested all the Departments of Medical Education of the states and UT to abide by the guidelines.
