Some political leaders in the state are comparing them both after the Congress-led opposition made the inauguration of the Parliament building a controversy.
Experts say that both are not the same and it is not possible to compare the inauguration of the Secretariat building and the Parliament building.
They say that the secretariat is the centre of the state administration and the place where the policies and programmes of the state government are formulated.
Experts say that even though the Governor is the constitutional head of the state she has no role in the secretariat where the government’s day-to-day administrative activities are done.
Regarding parliament, experts say that the Indian Parliament includes the President and both the Rajya Sabha and the Lok Sabha. The President is part of Parliament. That is why the President addresses both Houses at the beginning of the first session of each year.
In the states, the Governor addresses both Houses at the beginning of the first session every year. The secretariat building is different from the Parliament building. The secretariat is the place for formulating government policies and Parliament is the place for passing rules. So there is no similarity between the secretariat and Parliament, experts said.
