Minister for Revenue, Registrations, and Stamps Dharmana Prasada Rao has announced that the government is planning to strengthen the Right to Land Act after gathering opinions from all sections. Once the Revenue Act is updated, it will be implemented in the State. The Minister assured that people’s associations and advocates’ associations need not worry about the implementation of this act.
During a press conference, the Minister spoke along with Chief Commissioner of Land Administration, Imtiaz. He explained that land disputes have been increasing in the country due to the lack of a guarantee for revenue records, according to a single-man commission headed by DC Vadhya. The commission suggested that disputes would decrease, and economic development would improve after receiving investments if a guarantee is given, he said.
The Minister stated that 66% of pending civil court cases relate to land disputes, of which 93% of cases belong to people with an income of Rs. 1 lakh or below. For that, they spent Rs. 27,000 crore, he said. Additionally, the National Crime Records Bureau (NCRB) reported that 14% of murders and 60% of crimes are occurring due to land disputes, he added.
The union government aims to bring a title guarantee system as part of the Digital India Land Records Modernisation Programme in 2024. The Minister said that his state was the first to create the Right to Land Act following the directions of Niti Aayog. The act aims to provide a guarantee on people’s lands, he explained.
Furthermore, the Minister explained that Gujarat, Maharashtra, Madhya Pradesh, and eight other big states are trying to implement this act after constituting it. Following the implementation of this act, the state government updated the comprehensive land survey under the Jagananna Sasvatha Bhu Hakku and Bhu Raksha, he said.
Meanwhile, he said the land survey was organised in a phased manner at all 17,000 villages. The survey program was completed in 4,000 villages, and it will be completed in the remaining villages within the stipulated period, he assured. After that, the revenue records update will be completed, he added. Finally, the Minister urged people, stakeholders, and advocate associations not to worry about the act. He assured that the Right to Land Act would be implemented effectively in the State, and he asked the advocate representatives to call off their agitation.
