There is a lot of trust deficit when it comes to engaging officials of the Telangana Irrigation Department following the mud thrown on major projects upon the regime change. Recently when the Chief Minister was pointedly asked why he had opted for a report from the NDSA (which reports to the BJP-led Central government) to take action against the guilty in the Kaleshwaram scam); he countered: “With whom should we set up an expert committee; 98% of officials have worked on this Kaleshwaram project. How can we trust their inputs directly?” Interestingly, the Irrigation Department, drained of trust to the dregs, is going to see a major change in its organisational structure. Uttam Kumar Reddy himself has gone on record that the government was planning to revamp the department and allocate specific responsibilities to officials soon.
