LWE incidents doubled in TS

Left Wing Extremism (LWE) related incidents in Telangana increased while there is decrease in Andhra Pradesh. In Telangana from five in 2021, the incidents went up to 10 in 2022. As per the data tabled in Parliament, since 2018, 49 LWE incidents took the lives of eight civilians in Telangana while in AP it was 56 incidents taking the lives of 14 civilians. Across the country, 98 civilians died in 2022 due to LWE events. In TS, in 2018, 11 incidents occurred, in 2019 – 8 incidents, in 2020 -15, in 2021 there were 5 incidents and in 2022 there were 10.

In Andhra Pradesh, in 2018, 12 incidents occurred, in 2019 – 18 incidents, in 2020 -12, in 2021 there were 11 incidents and in 2022 there were 3. In India, in 2018, 833 incidents occurred, in 2019 – 670 incidents, in 2020 -665 , in 2021 there were 509 incidents and in 2022 there were 531 incidents.

From 2022, the data is maintained separately for number of incidents perpetrated by Left Wing Extremists & incidents initiated by Security Forces. In 2022, in Telangana, LWE perpetrated incidents were 9 while security forces were 1. In 2021, LWE was 4 while security incidents were 1. Under the SRE Scheme, expenditure on operational requirements of security forces, rehabilitation of surrendered LWE cadres, community policing and ex gratia etc is carried out.

An amount of Rs 918.39 crore has been provided to the State governments since 2020-21 under this scheme. Of the Rs 918.39 crore, Rs 33.58 crore was provided to AP and Rs 26.21crore to Telangana. Minister Of State in the Ministry of Home Affairs Nityanand Rai said, “Steadfast implementation of the national policy and action plan has resulted in consistent decline in LWE violence across the nation, including in Andhra Pradesh and Odisha. There has been 76% reduction in the number of LWE related violence and 90% reduction in number of LWE related deaths in LWE affected states in 2022 compared to 2010”.

Road Connectivity Project For LWE Affected Areas (RCPLWEAs) is being implemented through Ministry of Rural Development (MoRD) since 2016-17 with an outlay of Rs 12,114 crore. A distance of 12,110 km roads (1342 roads and 705 bridges) have been sanctioned, out of which 8,098 km roads (684 roads and 300 bridges) have been completed. In Telangana, of 1024 km sanctioned roads, only 366 km has been completed and 275 km is in progress from 2021-22. Of the sanctioned 112 bridges in LWE areas of Telangana, only 24 have been completed and 24 are in progress.

In Telangana 173 mobile towers were installed in LWE areas while work order has been issued for 53 towers. In Andhra Pradesh 62 mobile towers were installed while work orders given for 346 towers.

None of the sanctioned ITIs in Andhra Pradesh and Telangana have been completed.
